Peter Carr has over 16 years experience in legislative affairs and public policy, having begun his career in 1984 as legislative staff in the regional office of then Assembly Speaker Stanley Fink. Most recently, he served on the Assembly Program and Counsel Staff as Principal Legislative Coordinator, where he oversaw the legislative activities of the Assembly Standing Committees on Insurance, Banks, Small Business, Tourism and Economic Development. In that position he was the Assembly Speaker's principal representative during legislative negotiations with the State Senate and the Governor's Office regarding insurance, banking, economic development and tourism issues.
In 1987, Mr. Carr joined the Assembly Program and Counsel Staff as a committee assistant and rose quickly to the position of legislative associate where he was responsible for coordinating the legislative activities of the Assembly Standing Committee on Commerce, Industry and Economic Development. In 1993, he was promoted to the position of principal legislative associate for the Assembly Standing Committee on Transportation. In 1994, he became Director of the Legislative Commission on Critical Transportation Choices where he developed policy papers and legislative initiatives in the areas of mass transit and transportation safety.
He holds a Bachelor of Arts degree in history from Saint Bonaventure University, and a Master's of Public Administration from Rockefeller College at the State University of New York at Albany.
